Pelican Initiative

The Pelican Initiative is an online network on evidence-based learning and communication for development. It is a joint initiative set up by ECDPM, Healthlink Worldwide’s Exchange programme, the International Development Research Centre, Bellanet and the East Africa Regional Office of UNICEF. The Pelican Initiative was launched in March 2005. It currently has over 370 members from all parts of the world and can be visited here


In May 2006, ECDPM and SNV Mali in a joint effort with the Pelican Initiative, launched an electronic discussion on different experiences with building M&E capacity with local governments and their partner.

 

The discussion builds on 11 case studies from West Africa which document and analyze the experiences with specific tools and approaches of capacity building ( e.g. geographic information systems, self-assessment tools for local government or exercises of participatory poverty profiling at the district level). The studies are products of a joint action research project of a number of development organizations working in the field of local government in Mali. The purpose of the electronic discussion is to share the experiences and to stimulate a debate on the issue of M&E capacity at the local government level as well as demand for accountability and citizens’ control.
